Technophobe, ha, never heard that one before. Yeah, we are going to be in prison alongside a "bank robbing killer" for 20 years because we attached a GoPro to an RC.....

I hope the food is good, and I will tell you right now I get the TV remote to watch Discovery Channel on Fridays, so be warned....

In contrast to Senator Floyd Prozanski not wanting to allow drones, or strictly regulate them, Senator Ron Wyden wants to have UAS testing areas.  This link is at the bottom of thee SUAS News page linked by Pelagic Pilot:

I have to say I've been impressed with some of Senator Ron Wyden's work on his Internet and technology policies and he is a democrat.

I completely agree.  Every RC airplane, helicopter and multirotor owner should be sending them a letter.

Sorry Guys but I haven't been following this thread that close so my question might have been answered ...

But is it an outright ban or are they allowing them with a license of some sort?

Well, I didn't see any thing about that in what I read.
The Feds down here have been working on this for over a year and have been excepting input from the American Modelers Association. It's hard to understand why when this work is not quite finished others like this gentleman from Oregon wants to go off and do his own thing and create overlapping laws.  ::)

I would guess that's typical of someone who is trying to make a name for themselves or make their mark in history, sound's like a mess!?!
